On June 28th, and Spain 4th on June 30. But I understand that de facto it was in force before that in Spain, but also de facto also before that in Canada.

No matter. countries #3 and #4 were at nearly the same time, and it is a good trend. ;-)

Canada is still not national, that i've been able to find at least, it's still provincial.

It was approved by the House of Commons on June 28th. From what I understand, Senate approval is a formality (not to mention, the bill was heavily pushed by the Liberal government).

Alas, the conservative rightists are vowing to fight it (and even are going to take aim at all lawmakers who voted for it). Let's hope that backfires! :-)
