It's an interactive flash animation telling a somewhat dark story about a mad scientist and a hotel. It's surreal and trippy, as well as dark, which is why i like it. There are curretnly 8 episodes (labelled parts in the main menu) in 4 parts.
It'll make the most sense if you start at Part 1 (http://www.hoteloscartangoecholima.com/splash.html#?). If there's a dot orbiting over a character's head, clicking that character advances the action. Moving your mouse around can help, as random objects sometimes have links. Any link leaving the story is in the restaurant, and clearly labelled.
Each scene lasts a certain number of Minutes:Seconds. When the time has counted down, the scene advances to the next one. Pressing Stop below the timer pauses. Clicking Jump takes you to the next scene. If you move your mouse pointer to the left, a menu pops up which allows navigation between the parts
Reastaurant scenes are surreal interludes. Clicking the pill, if present, will take you to an entertaining animation. Clicking the comic book, if present, will take you to a story within the story, about the Dr's brother (alter ego?).
I like it because it's surreal and fun. I'm also a general fan of Han Hoogerbrugge (http://www.hoogerbrugge.com/)'s work. Hopefully that helps.
